Exclamation Bronco ll CANT FILLUP GAS WITHOUT IT OVERFLOWING

Whats up yall I have a 89 Bronco ll with the 2.9l its a new purchase and I discovered when I go to fill up the gas it overflows as if the tank is full, but I know good and well its empty lol.
My guess is that there is a kink or clogged vent but im not sure about much on this truck; im hoping a expertise could lead me in the right direction!

On these there is a small tube inside of the big fill tube

The big tube is actually the vent In The Small Tube is what the gas flows through if the small tubes missing from inside of the big tube it doesn't let the tank vent.
